Na carta, remetida ao vice- presidente Mour\u00e3o, 68 membros do Parlamento Europeu se mostram preocupados com a proposta de controle do governo sobre as Organiza\u00e7\u00f5es N\u00e3o Governamentais (ONGs) que atuam na Amaz\u00f4nia, assim como outras tentativas de coibir ou controlar a sociedade civil. Fomos informados, por meio de reportagens na m\u00eddia, do plano elaborado pelo Conselho Nacional da Amaz\u00f4nia Legal de emitir normas que, at\u00e9 2022, dariam ao governo o controle das organiza\u00e7\u00f5es n\u00e3o governamentais (ONGs) que atuam na Amaz\u00f4nia, com possibilidade de restringir as atividades daqueles que violem os interesses nacionais.<br>Consideramos esta proposta, bem como outras tentativas de restringir ou controlar a sociedade civil, muito preocupantes. O processo de autoriza\u00e7\u00e3o para ONGs j\u00e1 est\u00e1 bem regulamentado pela legisla\u00e7\u00e3o brasileira. Por muitas d\u00e9cadas, uma variedade de ONGs no Brasil t\u00eam implementado programas e a\u00e7\u00f5es para combater crimes ambientais, para proteger a floresta amaz\u00f4nica e a subsist\u00eancia de seus povos, promovendo o desenvolvimento sustent\u00e1vel na regi\u00e3o. E muitas vezes o fazem atendendo ao apelo do governo brasileiro, em estreita parceria com institui\u00e7\u00f5es governamentais federais e estaduais e at\u00e9 mesmo com o Ex\u00e9rcito Brasileiro. As ONGs n\u00e3o existem para substituir o governo, mas para complementar suas a\u00e7\u00f5es &#8211; e, criticamente, para ajudar a tornar as pol\u00edticas p\u00fablicas mais transparentes e eficazes por meio do exerc\u00edcio da cr\u00edtica livre. O plano que est\u00e1 sendo desenvolvido corre o risco de ser um ataque \u00e0 independ\u00eancia das ONGs e restri\u00e7\u00f5es indevidas ao espa\u00e7o da sociedade civil.<br>Em um momento em que a Amaz\u00f4nia est\u00e1 queimando em velocidade recorde, limitar as opera\u00e7\u00f5es de grupos e organiza\u00e7\u00f5es ambientais e sociais pode ter consequ\u00eancias devastadoras. O n\u00famero de inc\u00eandios detectados na floresta amaz\u00f4nica do Brasil \u00e9 25% maior nos primeiros dez meses de 2020 em compara\u00e7\u00e3o com o mesmo per\u00edodo dos anos anteriores. O desmatamento tamb\u00e9m est\u00e1 aumentando: em 2020, os alertas de desmatamento aumentaram 34% em rela\u00e7\u00e3o ao ano anterior. Uma an\u00e1lise recente tamb\u00e9m mostrou que as mudan\u00e7as no uso da terra ligadas ao desmatamento da Amaz\u00f4nia em 2019 levaram a um aumento de 9,6% nas emiss\u00f5es anuais de carbono do Brasil. O mesmo deve acontecer este ano, pois as taxas de desmatamento n\u00e3o diminu\u00edram.<br>O Parlamento Europeu reconhece o papel da sociedade civil na boa governa\u00e7\u00e3o da UE e considera as organiza\u00e7\u00f5es da sociedade civil como parceiros de desenvolvimento essenciais. Nesse contexto, gostar\u00edamos de expressar nosso total apoio \u00e0s organiza\u00e7\u00f5es n\u00e3o governamentais que atuam em defesa da Amaz\u00f4nia. Manter sua independ\u00eancia e toda a gama de atividades \u00e9 crucial para<br>nosso ambiente e clima compartilhados. Portanto, instamos voc\u00ea a repensar o papel da sociedade civil, entendendo que, como a imprensa livre, ela \u00e9 vital para democracias saud\u00e1veis. We have been made aware through media reports of the plan prepared by the National Council on the Legal Amazon to issue rules that would, by 2022, give the government control over non-governmental organizations (NGOs) operating in the Amazon, with the possibility to restrict the activities of those that are found to violate national interests.&nbsp;<\/p>\n\n\n\n<p>We find this proposal, as well as other attempts to constrain or control civil society, very worrying. The authorisation process for NGOs is already well regulated under Brazilian law. For many decades, a variety of NGOs in Brazil have been implementing programmes and actions to fight environmental crimes, to protect the Amazon rainforest and the livelihood of its peoples while promoting sustainable development in the region. And they often do so heeding the call of the Brazilian government, in close partnership with Federal and State level government institutions and even the Brazilian Army. NGOs are not there to replace the government, but to complement its actions \u2013 and, critically, to help make public policy more transparent and effective by exercising free criticism. The plan currently being developed risks being an attack on the independence of NGOs, and undue restrictions on civil society space.&nbsp;<\/p>\n\n\n\n<p>At a time where the Amazon is burning at record speed, limiting the operations of environmental and social groups and organisations can have devastating consequences. The number of fires detected in Brazil\u2019s Amazon rainforest is 25% higher in the first ten months of 2020 compared to the same period in the previous years. Deforestation too is increasing: in 2020 deforestation alerts were up 34% compared to the previous year. A recent analysis also showed that changes in land use linked to the deforestation of the Amazon in 2019 lead to a 9.6% increase in Brazil\u2019s annual carbon emissions. The same is expected to happen this year as the deforestation rates have not slowed down.&nbsp;<\/p>\n\n\n\n<p>The European Parliament recognises civil society&#8217;s role in the EU&#8217;s good governance and considers civil society organisations as crucial development partners. In this context, we would like to express our full support to the non-governmental organisations acting to protect the Amazon. Maintaining their independence and full range of activities is crucial for&nbsp;our shared environmental and climate. We therefore urge you to rethink the role of civil society, understanding that, like the free press, it is vital for healthy democracies.
